Default ford endura di turbo diesel throttle sluggish

Hi new to this forum but hope you guys can help.
I have just purchased a 2001 ford fiesta courier van , it has a 1.8 ltr turbo diesel endura di engine with electronic fly by wire throttle.
The problem is it starts up fine and will rev ok for a short period of time, then it becomes very slow to rev up , there is no management lights showing on the dash either.
I have bypassed the fuel filter and run a pipe and bottle of fuel straight to the inlet on the injection pump , fault still occures , worried now its a prob with the pump but hoping it might be the pedal.
Any help i will be very gratefull for, cheers glyn.
