The way I see it is there are 2 main things the car needs, fuel and spark. When a car wont start mate break it down into simple steps. First check if you have fuel. If you have fuel check if you have any spark from the plugs. If no spark from plugs check leads. If no spark from leads check if there is spark from king lead. If no spark from king lead move attention towards coil etc Basically just work your way back through the ignition system until you find the problem.
If you have spark and fuel on all 4 cylinders, then you know its either a timing issue (which if it has been sat and not touched is unlikely). Check you have fuel in there, preferably new fuel not old crap. Make sure tps sensor is good condition, make sure you have all 4 lugs on bottom pulley. Theres not much else that it can be.
O yeah and make sure the firing order is correct, seen that too many times lol

If it's not been started in a year and a half, take all 4 plugs out put a little oil(table spoon) into each pot and spin over for 10 seconds, replace plugs and try again, the extra compression from a better seal often makes the difference if rings are stuck.

It Wasnt Me!
how do the plugs look? fouled/wet? check the coolant temp sensor has 5v, if so maybe replace the sensor if the plugs are wet
sounds like it could be timing also though, phase sensor might not be right.

it will be very dificult to start if the sensor is knackered, or it wont start at all and just foul the plugs up.
Clean the plugs, unplug all the injectors, crank it over and see if it fires on the un-burnt fuel, then get someone to crank it over and plug one injector in at a time and see if it fires...
