air leak on inlet side ?? or boost leak perhaps
metal expands when warm at different rates ,had a mk1 xr2 that ran fine when cold but once warm the inlet manifold warped weirdly so drew in air

just a thought prolly not right but maybe worth a check
also maybe a faulty chip

Check the pipe under the intercooler, its y shaped, they can crack and split here and also the gaskets go and cause it to hesitate. Happened to mine a while ago, quite a popular problem apparently

When you say holding back what does that mean ? is the turbo boosting and holding boost ok or is it a speed issue... it could have a limiter still fitted.
As said it could be loosing pressure with a leaking joint on a pipe as well.
Is there a boost gauge fitted if so ask him what it is boosting to, not sure what an early wrx should be doing but a uk turbo for example peaks at 0.98 on a standard map.

You can also do a diagnosis test on the car by plugging some wires together under the dash. has the check engine light come on? does it come on then go off when the ignition is turned on? someone could have removed the bulb if its been having problems and he has recently bought it possibly
