As far as I know it was made to help in the corners with rear end stability, definitely does nothing in a straight line other than a bit of drag. I would have thought that it will only start to work in corners taken 60mph minimum.
The more important one in my mind is the front splitter, which this needs also!

All spoilers create drag as a side effect of creating downforce. Unless angled to be completely stalled in the airflow which would be retarded thing to do.
The S1600 spoiler was designed for tarmac rallying and fast tight cornering where the extra downforce was beneficial to help control the rear end.
Its that shape because of the way the air flows over the roof and rear end of the car. That is also why it sits higher than typical lip spoilers. Depending on the speed you will find the airflow on a puma begins to seperate halfway down the rear window and at higher speeds higher up.
They also did another spoiler called the evo spoiler in the ford motorsport catalogue that was much higher up the idea being it was in cleaner airflow.
The very early pics of the original ford produced puma cossie didnt have the F2 as it wasnt ready yet. It had the main blade from the BTCC mondeos at the time. It was only later they bolted on the F2 wing.
