Default Insurance pirates

Just been trying to help my cousin sort out her car insurance. She was on her boyfriends policy but they've split up now so she has no no-claims. We simply can't find quotes less than £1400 (£150 a month) which she simply can't afford. She's 22 been driving a year on a peugeot 106 1.1. I don't remember having these problems when i was her age and i'm only two years older. Anyone have any suggestions as to which companies/websites to use or good techniques for getting it any cheaper?

She tried putting her mum on the policy as a named driver but the policy went up by a hundred pounds. Baffling. In my first year i put my mum and dad down as named drivers and that took £800 off.
