a mate has bought a van that has a tax disc valid till feb does it mean even after a owner change it will be taxed? ? Or does it come under the new rules where the tax will be rebated to the previous owner cheers

The paper disc has Zero value and zero purpose.

Throw them all away, they aren't needed anymore.
