Am I right in saying that to have Sky talk, you need to still have a BT line and also pay BT line rental? The offer that is on the sky website for free basic sky talk and broadband seems to me to say that you also need a BT line rental contract? Is this right?

If you are a new customer, Sky can provide the line so you do not need an active BT line. If you are an existing TV customer taking out Talk/Broadband then you need an active line for Sky to takeover.

That's me all coded out. To all those that received a code and don't use it, might be an idea to send it back to me and I will send it to those who missed out

because i alraedy have hd, i cannot get another hd box for the reduced price
i cannot get instalation at a reduced rate
i woul dhave to pay the full price for another hd box, although this would be the 500 gig version
i would have to pay £250 for the 1tb box, plus full instalation fee of £60

The phone line is only there so you can purchase the movies and update the card / box , my mates just had it installed without a phone line and it just takes longer to register once newly installed .

If your that worried then just tell the installer that bt are sorting your line out but its going to take a couple of weeks .

Sky are dreadful at looking after existing customers.
I have a normal non sky+ box that i'd like to upgrade to HD+, as well as adding multiroom with another HD+ box and the sports package. However it looks like i'll have to stump up the full £200 for the second box

Yeah one card per box Dan. If you have multiroom then all boxes must be connected to telephone line at all times. I think Sky's offer is to allow everyone to benifit from a free HD box, not just greedier ones who want one in every room.
