Cosworth idle problem

Default Cosworth idle problem

I've got a idle problem on my Saph 4x4.
I've had the engine fully rebuild and on first start up it started fine byr idled low all the time.
when it was warmed up the idle was delayed a few seconds after reving it up
So I thought I check tps and it showed 0v closed and 4.5 open throttle
now I've set it to 0.35v closed and its 4.8v open.
Now I can't have the icv plugged it as it revs very very high.
I've set the idle too 1000rpm when warm so idles perfect when warm.
I've also tried another icv and its the same.

Any ideas what's wrong?

TPS at idle should be below 0.30v. Ideally set it to 0.17v or close to that voltage.
Idle rpm is set to high, should be below the idle rpm the ecu wants.

I'll try these settings and see how it goes, I did get the other settings of here.
