2WD suspension is all interchangable, however by fitting the Cosworth springs/shocks the car will be alot lower which may cause geometry problems etc.
You cannot interchange 4x4 and 2WD suspension, period, for a start the front struts are a different diameter.

I don't agree that all 2wd suspension is interchangeable. The rear shocks on the 2wd cossie are the same as on the 4x4 cosworth and the lower mount is different than on a standard Sierra. The mount is narrower and uses an M12 bolt on the cossie versus the M10 on the standard Sierra.
The front shocks are also different. The 2wd cossie shocks are shorter than the standard Sierra shocks because the cossie hubs are taller. If you put the 2wd cossie shocks on standard Sierra hubs the tyres can hit the lower spring cup.
Just find a set of Koni shocks for a standard Sierra, then you don't have any problems. The cossie springs will fit fine though and will set the car to the same height as the cossie normally is.

so i have koni's on my XR4 and wanting to put on cosworth front hubs and rollbar so i can run 4 pot brakes, will it sit to high once i change as cossie hubs are bigger or is it a straight swap as a difference of opinion on this thread.

I don't think it will be that high. The other way is more of a problem as the tyre can hit the spring cup. But I would change for the correct shocks, I don't like fitting stuff that is not supposed to work together.
Besides, if you change to 2wd sapph cossie hubs you will also need different tcas, as the fitment to the hubs is different. The 3dr cossie uses the same fitment as the normal Sierra, but those hubs are a lot more expensive due to the better roll center they give.
