Air leak after the throttle? Broken/loose vacuüm hose perhaps?
Without extra air it wont idle at 2000 rpm.

Like I said: without extra air you don't get 2000 rpm. Apparently most of the extra air comes from the ICV.
Is the just over 1000 rpm normal and the way it was setup? Or is that still a little bit too high?
Maybe a defective coolant temp sensor? Or wiring loose? And the ecu thinks it's -20 or -40? and limits the boost and raises the idle?

What ecu are you running? What eprom?
