Blue smoke indicates oil is being burnt, so it has to be entering the combustion chamber(s)!
Do you what work was done on the head? Weak point on these are the valve guides, which will allow oil past the valves, stem seals arn't a common problem, but I would hope with all the effort of a rebuild they were replaced?
Does it smoke on the overrun as well?

all the valve guides were done aswell as the seals.u can leave the car runing for about 20-30 mins ticking over an then sum how smokes belowes out an it goes again, could it be the oil redecer on the turbo?i thought that wen the seals are gone on a turbo it smokes all the time

One thing you can try is when the engine is hot switch it off and take the plugs out, then shine a torch in each cylinder and see if any have oil in, if they all have an even amount i would say its not the engine its self and more than likely the turbo depending on how much is found, if you find oil just in one cylinder then your looking at possible piston/ring failure or a valve guide or seal either way if the latter is found in one cylinder it will have to come apart anyway.

Pull the turbo to cooler pipe off and see if there is oil in there. If so its probably the turbo on its way.Pipes and cooler will have to be cleaned out once turbo replaced/rebuilt.On severe cases you will get a build up in the exhaust too. What boost are you running/higher than standard ?.Do you have a breather on it?.The engine in my black one had been rebuilt before I got it but that used to smoke at first constantly=turbo goosed.Replaced that and then like you no smoke on tickover a little bit when I had driven it slowly and then give it beans then it would clear.I too had the smoke on over run.Worst case it getting past the rings but then again it could be the guides if cheap items were used .Well thats my 2p at it anyway
iirc mine used to use about a litre every 500 miles i think.
