Rear brake splash guards are their proper title Pete I think that they are more of a water barrier than dust

As pointed out by Charlie L, they are splash guards, to try and stop water getting on the discs, between pads and disc, they're on the wrong side of the caliper for dust guards!!
There can be a momentary loss of brake if the rear brakes are waterlogged, but if running grooved/drilled this won't be an issue as water gets squeezed away, only in reality a problem when the wheels have been through a small stream/ford rather than normal rainwater.
I've always taken mine off, due to my metro always getting stones stuck between guard and disc and grooving the disc.
