The valve does not function as a strict open closed device, having a restriction can improve it's function in certain specs.

The plastic restrictions are used to control the amount of air (percentage) that is released to the inlet filter when the valve is opened. By doing that you control the pressure that is going to the waste gate module. When the valve is closed all pressure goes to waste gate module, thereby lowering the allowed boost to it's lowest point. When fully opened the incoming pressure is decreased by blowing off some of it to the inlet filter. Now standard the hose to the inlet filter has a restriction and the hose to the waste gate module has not. This way you can blow off about 35% of the inlet pressure. When you remove the restrictor from the hose to the inlet filter you can blow off about 50% of the inlet pressure. That will raise the actual allowed boost without having to change the rod on the waste gate.
The restrictor in the connection from the turbo is there to prevent to much air being lost and I do not recommend removing it.
