not sure you can buy the pans,
if they are that bad ,try a portapower ram, you may have to make a frame up to push off, but they can push up to 10 tonne, almost like a small jig in effect, i use one alot for pushing door frames etc back to shape after accident damage

a good short handle club hammer does the job, when we buy salvage cars the rear footwells are always 'hilly' due to the end of the fork lift forks ending there, and going up into the floor when the car bounces up n down
either put a big pair of boots on and stamp them down, or 'tap' them with a club hammer, always works for me

looks like they used a small jack. it creased the pan. looks like you fixed it a good deal though. I agree,... just paint it and be done.
if you are keeping the carpet out it tells me that you plan on racing the car. so I wouldnt worry to much.
another option is to cut out the pan and just weld in a solid flat sheet.
