Powder will stay solid until around 140C, it is baked on at 183C for 11 minutes normally.
Above 140 it will start to go soft, prep will not make ANY difference to powder sticking, just tac rag it first though the coaters should do this anyway when jigging.

Prep will make a difference according to the site below;

As mentioned though the powder coaters did this for me when I did mine

When i had all my alloy tanks coated black the coated blasted the surface first with a fine dust to make a good 'key' on the alloy.

I was also told by the owner that they 'bake' the parts at 400c and leave to cool overnight.

The heat varies according to amongst other things the material, I only did powder coating for three years, mainly aluminum window frames, but a lot of car bikes parts too, and MULTI COLOURED, which is an amazing amount of work, we could colour change for batches in 25minutes!!
