Default sluggish off boost

Ive got a feeling my 2ed sapph isnt running rite, it seems a bit sluggish off boost and tend to have to give it higher than normal revs to set off, when on boost it will pull the house down Any body have any ideas, i suspect it mite be over fueling, PS ive changed the fuel filter and its still the same. Could this be down to iscv i know its tempremental

If the cam timing was out would it still run ok

No it runs but seems like low on power off boost.
