ANY turbo can be run without a dump valve.
The question is will, it affect it in any way ?, and the answer is YES.
Having a friend who took off his dump valve because people said they were gay(bailey atmo one) his car was much the worse for it, there is so little inertia on a T3 due to size, it kills the boost in every gear when it is removed.
But jon@work is right it CAN be done, try it you can always put it back when you see how much it has affected your car if you want.

I'll have to deal with the part - turbo took sooooo long to spin up without it , especially on part throttle. Had to go back on.

Well seems to drive fine, reckon its slightly more responsive when on boost going up the gears to .... plus it makes a cooler sound than the dump valve !!

I found once it was on boost it was OK, but getting there was slower
