Default C-pillar water leak in Mk3 Mondeo hatch

Hi,
When it rains I have water running down the driver-side c-pillar into the boot in fairly substantial quantities. I've taken the car multiple times to an independent garage but the leak is still the same.

The garage has tried sealing the rear light cluster (I don't know why as it clearly was not the problem), changing the tailgate seal and smearing silicone over some of the external seams round the tailgate opening. He has also put a camera up inside the c-pillar and can see water coming out of the foam which is part way up the cavity. He has also tried getting into the top but cannot see where the water is coming from. The last thing he tried was sealing the seam inside the passenger door opening which holds the rubber seal (but he said this seam could not be part of the leak as the piece welded on there just holds the door seal, which makes sense).

It is silly. It is a fairly substantial leak and it must be possible to find it. Do you have any ideas? (It is not the washer as the leak happens when it rains when the car is not being used).
