Xenons are only self-levelling for load compensation - so if you put rear passengers in the car, or a heavy boot load, and the rear sags, the beam height will adjust to compensate for it. This is either a sensor on the suspension, or in the headlight itself.
But they are also adjustable from the manual adjusters on the back of the headlight, and by the looks of it, yours are slightly out. Looking at your pics, one headlight is higher than the other - you want the two lines I've highlighted to "merge"
You want the upper cut off on both lights to be in line, and the bottom cut off on both to be inline, like this (this is a LHD car, so the "peaks" are reversed);
You should be able to adjust this behind the headlight, usually with an 8 or 10mm bolt. Or, just pop it down to an MOT station and have them chuck it on the headlight alignment machine.

as thrush pointed out you manually adjust them to set them up after installation as there is a horizontal and vertical adjustment plastic nut on each side then if they are true ford zenons they should self adjust for load as pointed out above as I have these fitted OE on my ST
