Default Mk1 Focus TDCi: Air intake pipe loose on turbo?

Hi there,
I believe the pipe from the air intake to the turbo has come loose.
My turbo has been replaced about 2 months ago after the old one
went, which used to make a loud whistling noise.

About a week ago, I noticed the car started whistling again when ever
I move off in gear 1 and 2, but not as loud as before. So I looked for split pipes/hoses and I could find much apart from the rubber hose on the intercooler (battery side) is quite oily. I also noticed that the pipe on the turbo (from air intake) seemed to be connected un-evenly and I am wondering if there should be some sort of clip to fill up the thin groove on the pipe.

Could somebody look at the picture below to confirm my diagnosis?
