Default Mk3 fiesta water in fuel

hi, I've got a mk3 fiesta but water keeps getting into the fuel system,
Checked fuel cap and it has a great seal, anyone else had this problem?

I'll give you some more information its a 1.1 carb engine and i've bought it for this reason thinking it might be easy fix because I want to rs turbo it, but before I start the conversion I want it running right first, also the guy I bought it off is a gardener so I'm wondering if he's filling it with Jerry cans of fuel since he probably get fuel cheap off someone which will be crap fuel anyways, I might start with a full fresh tank of fuel from asda petrol station and run a fuel additive system through it, see if that's clears anything.

Drain the tank completely and put fresh fuel in and go from there.

So for late reply, fully drained fuel out and it's started again with the water in fuel system, in tempted to drill a small hole in the tank and leave it to drain out, which I've heard people used to do back in the day, someone mentioned checking the charcoal canister? But not sure where it is.
