Are you trying to convert a NON-RS Turbo into an RS Turbo? If so people would need to know what car you are starting with.

Christ im proper baffled now?
If you own a base model, then to convert it to an RS turbo would actually require you to buy an RS turbo.
Not sure what else to say, you appear to own an RS turbo judging by your reply... So can't help.

If it's a budget project ad ditch going for mfi m8....find a mk4 g or h plate 3i for the loom..change some wires(be a guide somewhere)..source a fiesta rs turbo lump and Ecu....mfi is out of date and a pain in the ars..it was shit then and is shit now..it's only still used as peeps want orignal cars nowadays..not saying ofab/efi is the dogs bollox but it's better than mfi and if your budget building it will help in long run....unless this is not a budget build then ditch all above and go for summit more mappable lol

Loom from an ERST
Both ECU's (fuel and ignition) from an ERST
Fuel metering unit
Sensors from an ERST
Head and inlet from an ERST
Cam for an ERST
Bottom end from an ERST
I did as Boeb suggested with a bit of a twist, but for EFi you'll need:
Loom from an EFi XR3i or FRST
ECU and sensors from an FRST
Head and inlet from any EFi 1.6 CVH
Injectors from an XR2i/FRST
Cam for an ERST
Bottom end from an FRST
And my sticky "How to" threat
MFi will cost you more than EFi to fit, expect to pay well over the odds for a known good metering unit if you can find one (your XR3i one is no good). As above, OFAB/OFAC aren't amazing, but a damn sight better than MFi and more scope to use more modern ECU's (e.g. OFAM) and injectors etc.

Always a pleasure!
What's your budget mate?
As your going to a lot of trouble starting from scratch I would save some future trouble an go EFI from the start, not old Ford EFI though if you can help it, often just as troublesome as MFI these days.

The K- and KE-Jetronic (KE was available also as N/A with 90 hp) CVH units were VERY reliable, fuel consumption and power output was better than in EFI cars, especially N/A XR3i. Reconditioning of the mechanical parts can be done quite easily, as far as you know what you're doing. Bosch offers ALL parts and all type of work for the K(E) via "Bosch Automotive Traidition". Only tricky part could be the Ford ESC-II module, but these usually don't cause problems.
90s Ford EFI... new parts are rare or not available and when you face an electronic problem you're totally lost today with these units unless you know someone who kept all of the old diagnostic tools etc.
And... I don't understand why Porsche, Ferrari, Audi, VW, BMW, Mercedes-Benz, Ford and many more used the K-Jetronic for ages when it was shit???
