Default advise please

Im converting this mk4 escort into a track day car, just want some advise on this part of the car where the fusebox sits, can i grind back the rust to good metal then cut out a piece of metal plate and silicone it in place or do i really need to weld the metal plate in place.
Dont really want to weld it as there are so many cables near
