Power difference?

Power difference?
Is there much in it between a big turbo running stage 3 and a small turbo stage 1 (basically chip,exhaust,filter etc..) around town or upto 100?

I'd say boosting about town the small T running 280bhp would prob be better, but on the open road that extra 50bhp in the big T would really come into it's own!
