Talking turning the engine manually

hi guys just wondering if the starter motor is engaged onto the fly wheel would this make the crank impossible to turn by hand as my bottom pully seems to be stuck solid and i cannot turn the crank either way p.s the timing belt is not fitted so cam timing should not be an issue am i correct

If the head and cams are still on the pistons are probably jammed against the valves

I would take the head off to avoid any more damage, I see your reasoning on TDC but the head will need to come off anyway.
