The EATC controls the actual measured temperature of the cabin. The cabin temperature is measured at the small grill on the panel.

Therefore if you run at 'manual' HI, I'm not surprised if, when you switch to a cabin temperature of say 22 degrees, it delivers lukewarm or even cold air at medium speed to get cabin temperature to 22 degrees.

Seems to be doing what it should based on Owners Guide and the 2 Focus with EATC I've owned.
