Yes the part numbers should be the same, as the one you put on might not have all the internal components of the one you took off.

Im not an electrical guru unfortunately, but if it is all "burnt out" inside then I would say that you need a new fuse bow, quite a common problem on later escorts, that or maybe some relays need replacing.
