Could be tps but unlikely imo, it could be the speed sensor gone duff, and not telling the ecu the car is stationary, what sort of rpm do you see, the idea of the speed sensor, which is seprate from the speedo sensor is to hold the revs higher than idle when chaging gear etc to help smoother changes.
