Nah mate, that aint waste gate 'chatter'...its compressor surge and its generaly considered to be of ill health to your turbo...although many ppl do run their cars like that with out many probs.
Problems aren't evident until they remove the intake hose to the turbo and discover excess play in the turbine shaft. Then rather blame the lack of a DV, they'll blame it on the turbo
The two are very simiolar, but surge is far more severe
And I do believe he was originally talking about chatter, as it's only when you remove the dump valve he said
